The Honorable Benjamin J. F. Cruz was appointed to Kotten Mas Takhelo by Governor Carl T.C. Gutierrez in 1997.  He served as an Associate Justice until 1999 when he became Chief Justice.  He served in that capacity until his retirement on August 31, 2001.  Chief Justice Cruz spent over thirteen years as a trial court judge with Superior Court of Guam.  He spent his first nine years on the Superior Court bench assigned to the Family Juvenile Court.

He earned a Bachelor of Arts from Claremont Men’s College and went on to receive his Juris Doctorate from the University of Santa Clara School of Law in 1972.
