F. Philip Carbullido, Associate Justice

Honorable F. Philip Carbullido was appointed to the Supreme Court of Guam in 2000 and was elected by his peers to serve a fourth term as Chief Justice from 2020 - 2023.

Justice Carbullido formerly served as President of the Pacific Judicial Council (PJC), comprising the Chief Justices of Guam, the CNMI, Palau, the Federated States of Micronesia, and American Samoa. He currently serves as co-chair of its Education Committee. The PJC provides training for judicial officers and administrators throughout the Pacific. Additionally, he previously served as Vice President and twice as a member of the Board of Directors of the Conference of Chief Justices, a forum comprised of the highest judicial officers of the United States, its commonwealths, and its territories. Justice Carbullido continues to serve as Justice Pro Tempore for the Supreme Court of the CNMI. He chairs the Committee on Indigent Defense. He and his wife Fay have four children and two grandchildren.
